This is mostly due to a lack of direction and strong leadership. Yori does not wish to call out Nagamasa, on his lackluster leadership ability, but he must to strengthen The Azai. They also lack talent, They have an average talent pool of warriors, but a nonexistent pool of tacticians, politician and inventors. Yori can only juggle so many political and domestic issues by himself and has great tactical prowess. However he is unable to do it all at once, also having one person conduct most of the factions business, will make it easily defeated. All the opposing party would have to do is remove him from duty and the Azai would destroy itself.
Yori practice his speech as he prepared the meeting area. He sent many invites around the Azai, and restricted no member because of rank or status.
